Published jointly with CREA, this study examines the generation resources actually available at times of high demand. Compared with building new capacity — coal included — deepening interprovincial cooperation so that balancing happens above the provincial level secures adequacy while delivering emission and economic benefits.

The accompanying May 2022 policy briefing argues that adequacy status should be monitored and published annually. On the model of the European and North American reliability councils, the regulator should require the system operator to publish an annual adequacy retrospect and forecast, and should introduce effective load-carrying capacity (ELCC) to measure what stochastic wind and PV actually contribute to reliability.
