China has pledged carbon neutrality by 2060, and the question of how to embrace it is being worked out across levels of government and society. This joint workshop with China Dialogue set out energy targets, policy measures and transition governance, and mapped the common and specific challenges along three dimensions: effectiveness, efficiency and fairness.
Recognising the risk of a target-achieving mode that tips into command mobilisation, the workshop proposed a tailored policy toolkit grounded in four families of economic ideas.
